Unfortunately, sometimes toilets leak and can get clogged and overflow.  A clogged toilet can lead to water damage that can be quite costly.

What do I do?

Don’t keep flushing to see if the waste will go down.

Try using a plunger. If the toilet is clogged, try dislodging the clog with a plunger.

Turn off the water. If your toilet bowl is overflowing, then the first thing you should do is turn off the water supply to your toilet.

If the overflow contains sewage or fecal matter, it can be potentially dangerous.  Do not touch anything without proper protective clothing.  If it soaks into your flooring or carpet, it may need to be removed especially if it is considered a biohazard.
